Flutter is an open-source framework for building natively compiled applications from a single codebase across mobile, web, desktop, and embedded devices. It addresses the need to reach multiple platforms without maintaining separate projects, using Dart as its underlying language.

Key capabilities include Hot Reload for iterating on code without losing state, compilation to ARM or Intel machine code as well as JavaScript, and pixel-level control for adaptive designs. The framework includes automated testing and developer tooling, and integrates with Google services such as Firebase, Google Ads, Google Play, Google Pay, Google Wallet, and Google Maps. Packages are available through pub.dev.

Flutter is aimed at developers building production applications across screens and devices. It is open source and available at no cost, with documentation and installation provided directly from the project.
