October CMS is a self-hosted content management system built on the Laravel PHP framework, designed for developers and agencies creating websites and web applications. It addresses the need for a platform that keeps code, data and infrastructure under the operator's control, with hosting choices that can meet data sovereignty requirements. The source code is publicly available on GitHub, and a license is required to run the platform in production.

The platform includes a Twig template engine, CMS page Components configured through the Inspector visual tool, a built-in code editor, and an Asset Combiner for CSS and JavaScript. Tailor generates content types and back-end interfaces from YAML blueprints, while Multisite supports multilingual content. Plugins and themes extend functionality, with a Marketplace for third-party extensions and Composer compatibility for dependencies and private repositories. Meloncart is offered as a premium e-commerce plugin, and the free Translate plugin handles content translation. The back-end includes visual editing, image cropping, file management and CDN support, with the interface available in 36 languages.

October CMS is aimed at developers, freelancers and agencies building client projects, as well as non-technical users managing content. A complimentary license covers the first year for new accounts, with a single-license option and an unlimited-license subscription for agencies, billed annually or monthly. Licenses include one year of system updates and can be extended; the license is perpetual, and non-renewal removes access to the Update Gateway. Platform support is included for license holders, while Premium Support is a separate paid consulting service.
